Mid Term Review

Background

The EU is conducting a mid-term review of its strategic framework for development cooperation with Uganda, the 2021-2027 Multi-Annual Indicative Programme (MIP). The mid-term review exercise is a global exercise, involving all EU partner countries across Africa and beyond. The purpose of the mid-term review is to assess the MIPs’ continued relevance, implementation progress and alignment with the Global Gateway strategy, the EU’s investment agenda to boost smart, clean and secure connections in digital, energy and transport sectors, and to strengthen health, education and research systems across the world.

The EU MIP with Uganda is articulated around 3 priority areas:

• Green and Climate Transition
  1. Sustainable management of natural resources
  2. Green cities
• Sustainable Growth and Jobs
  1. Sustainable investments
  2. Economic infrastructure
  3. Skilling and job creation
• Democratic Governance and Social Inclusion
  1. Democratic governance
  2. Social inclusion

In supporting these 3 priority areas, the EU MIP also addresses cross-cutting aspects such as digitalisation, gender, youth, persons with disabilities, human rights, engagement with civil society, the integrated approach to refugees and host communities, and the Humanitarian-Development Nexus.

Over 2021 and 2022, the EU has committed close to EUR 200 million for new actions in the following areas:

• Support to civil society (capacities and enabling environment)
• Sustainable investment in agriculture (access to finance and land rights)
• Sustainable management of forests (governance, value chains, conservation)
• Sustainable business (skilling and job creation, standards, business and human rights)
• Gender (education, GBV, SRHR)
• Climate finance
• Electrification for rural households, SMEs and public institutions
• Study facility to support green investment

In addition, new actions for approximately EUR 50 million are in preparation in the areas of governance and accountability, trade promotion and facilitation, renewable energy and Access to water and sanitation in refugee hosting districts.

Consultation

As part of the mid-term review, the EU is holding consultations with relevant stakeholders in order to collect feedback on the EU-Uganda Partnership.
